I find it interesting how states increasingly prioritize residents for public resources. It raises fair questions about access and whether similar residency preferences could expand to other permits or services.

I think it rests on who is paying the bills
In this case it's 100% NJ citizens
This couldn't be done on beaches where federal money has been used for replenishment
