I always assumed heavier bullets meant better penetration across the board. Then I actually looked at the data and saw how velocity, construction and sectional density all interact. A lighter bullet at higher velocity can outperform a heavy slow one depending on the scenario. The physics is complicated and simplified rules don't tell the whole story...
 
Ballistics gets tricky when you get into it. I used to think heavier bullets were always better. After testing a bunch, I figured out speed and how the bullet is made matter just as much.
 
IMHO there is a balancing act of sorts between projectile weight and velocity. Each cartridge and firearm will dictate what it wants best to satisfy the shooting needs of the firearm operator.
